I've heard it means an early spring. However, here in upstate New York we can generally count on at least 8 more weeks of winter even if the the groundhog does not see his shadow.
It is just an old time myth. It is not real, but a generality drawn, almost a pastime. It does not matter if the groundhog found his shadow or not.
